describing some and/or a Region in India, it is more or less the same in
the different States /Regions in many countries, changes apply mainly in
the subjects, name of regions, etc.
In India, immediately after the Railway Budget, many States would
start complaining for their State (s) are /were not given due share of
Railway Development. The complaints of the various Governments in Kerala
are so aged and genuine! (Please do not link the Writer's Kerala
domicile with the above statement).
The complaints of those States are actually a kind of
embarrassing Joke. Such complaints come up just because of the
Underdevelopment in Political Science and the corresponding Political
Administration.
Like a House owner and/or family members decide the facilities arranged
in their house, the government in a District Panchayat or State should find the solutions for
the social/ general requirements on their own. Think of the situation if we need
Permission from the Neighbour or others to buy TV, car, etc for our
house; to paint our house, to wear the dress we like, etc.? The
local / state government should find the resources for Railway development in the
region / state, and do it. They should not approach the central government for
sanctioning the project. No such sanctions required. The present
unscientific ways and methods are to be buried immediately. People with
no knowledge of the Science of Duties & Virtues are placed in the
Government, hence the situation became the worst. Follow the
Divine/Scientific Practices by Gandhiji against Evilly laws, etc. Once the Duties and Virtues of Raaja (at present: Chief
Minister of a State) and Central Raaja (at present: Prime Minister of the
Government in India or any country) are arranged in the right order, it
will be understood that Railways (Transport) and the like are purely
matters of the States and/or Regions in the State and the People living
in the different Regions and the Regional Administration or State King find Resources to Develop
the different Regions or State. The people in the regions or the State
King (Ministers) do it all on their own. A Raaja is not a slave of a
Central Raaja. In fact they are superior to all Central King/Minister as
the local Raajas are the real scientific representatives of the People
(if elected by Virtues). Thus, the State Ministers, MP, MLA, etc should
end begging to the Central Ministers/ King / the Prime Minister, etc.
The Central King etc shall only watch the
overall functioning of each state... he is a Co-coordinator for the
Union of States.
That is, in matters like the Railways where the Panchayaths/
District Panchayaths / State should take own decisions in regard to the
Internal Railway Lines (i.e. for the Railway Lines in the Regions/ State). If
they need assistance
from other Regions / States for the Development of Railways and the like, the
Central Raja should/may involve then, and evaluate the total situation
in order to assist the Raajas and/or Rulers in the States.
Like the many people living in the different parts of
Kerala will have railway needs/wish, the undersigned wish /recommend the following
railway lines connected to his place of living : (1) Thiruvananthapuram
-Ayoor -Kottarakkara- Mannadi-Adoor- Pandalam-Chengannur
(2) Kayamkulam- Nooranad- Adoor-Pathanapuram -Punalur
(3) Adoor-Pathanamthitta-Pamba
The above painful
Railway Joke applies in other matters like forests,
etc too. It is unscientific and evilly that the State Governments beg to the Central
Governments for Modification of Lands (Forests) in their States. Like
the Creatures enjoy (should enjoy) their Freedom to do/ use or not to
do/use anything, the Human Governments (should) enjoy the Divine Freedom
to do or not to do anything; and to use or not to use anything; within
their State Boundaries, in accordance with the Supreme Qualities of GOD,
the Truth, Duties & Virtues, and Justice. Further, in the matter of Forests, both the State Government as
well as the Central Government avail only very less Powers. A King is
not allowed to extend his Rule to Forests. The Animals are Divinely

Realizing that No Man is neither smaller than
any King /President / Prime Minister nor bigger than a beggar, live by
loving the poor/weak more. With Parama-Love, the Supreme-Servant*.
* GOD does not appoint Creatures as GOD's
servants. GOD does not want/require servants. GOD creates Creatures as
GOD's children. GOD does not allow Creatures to become GOD's servants.
GOD blesses All Creatures with Supreme-Parental Love. Religious men do
defy GOD when they call themselves as GOD's servants. They are saving
Sins ! Religious men also do defy GOD when they call the Assembly of
Religious men as God's Assembly or Association.
GOD = Supreme Father cum Supreme Mother of all Creatures does not
allow / appoint Mediators in between GOD and Creatures. At the same
time, GOD appoints, a portion of GOD as GOD's Single Servant cum Supreme
